I have the honour to recall to

Your Lordship's recollection that my predecessor in a

Despatch dated 17th. May, 1906, asked permission to amend

the local law on the subject of the carriage of indentured

Chinese coolies in British Ships. In reply to this Despatch

and to a subsequent telegram dated August 25th., 1906,

Your Lordship stated (Despatch Confidential of 7th. Sep-

-tember, 1906) that the moment was inopportune, and "the

matter must stand over for the present without prejudice

to further consideration at a more convenient opportunity",

In November, 1906, the Liverpool

Chamber of Commerce passed resolutions urging the removal

of the restrictions, and similar action was taken by the

Chamber of Shipping of the United Kingdom in August, 1906,

as shown by the enclosure to Your Lordship's Despatch of

7th. September, 1906. In January, 1907, Sir John Jordan
